The reasons for the "glass ceiling" you describe sound very valid, and I experienced the degraded performance and inefficiency in other non-Japanese English-speaking organizations. (I'm not a native English speaker neither, to make things more complicated, though working in English in the last 15 or so years makes me more comfortable professionally than on my mother tongue! :D)
